The ESSM Program has an exciting opportunity for an Engineering Services Lead. The Engineering Services Lead will be responsible for supporting the ESSM Japan Program with integrated logistics support as it applies to: ESSM Block 1 sustainment, ESSM Block 2 production, spares procurement, supplier coordination & logistics, and repair activities.
This position requires cross-functional collaboration, in addition to direct customer interaction, supporting Direct Commercial Sales and Foreign Military Sales contracts. Customers for this effort are: The United States Navy, The NATO SEASPARROW Project Office, The Japan Ministry of Defense, Mitsubishi Corporation, and Mitsubishi Electric Corporation.
The applicant must ensure contract commitments are on track for meeting delivery deadlines, as well as supporting a steady pipeline of proposal activities.
This role reports to the Engineering function under the Whole Life Systems directorate but will be dedicated 100 to the Japan ESSM Program Office.
Since this is an international program with deliveries to Japan, the Engineering Services Lead must understand US and Japanese Export Compliance regulations, and support US licensing in partnership with RMD Global Trade.
This position will be onsite based out of Tucson, Arizona.
What You Will Do:
- Enhance partnerships with internal functional organizations, such as contracts, finance, procurement, manufacturing, quality, engineering, and administrative functions.
- Collaborate with program personnel to ensure agile planning is aligned to meet program strategies, objectives, and milestones.
- Assist the Program Manager in developing execution strategies for varying work scope and leading individual projects.
- Support Program with coordination and planning for: internal reviews, supplier reviews, Customer program review meetings (PRMs), staffing reviews, and decision reviews to achieve contract commitments.
- Display strong communication, influential leadership, and presentation skills, and comfortably interact with both internal and external stakeholders at various levels of leadership.
- Support contract proposal process to include bidding, gating, negotiation, contract definition, and start-up efforts.
- Serve as a critical link between engineering development and field operations, driving solutions from start up through deployment.
- International and domestic travel required.
Qualifications You Must Have:
- Typically requires a university degree or equivalent experience and minimum 5 years prior relevant experience, or an advanced degree in related field and minimum 3 years of experience.
- Experience with Direct Commercial Sales or Foreign Military Sales requirements and/or contracts with knowledge of imports & exports, Global Trade (GT), and/or Trading Partner(s).

Qualifications We Prefer:
- Knowledge of Contracts and contract requirements and/or Finance to discuss and review customer agreements.
- Experience utilizing tools to manage performance and drive execution.
- Experience with Raytheon IPDS – specifically Gates 4 & 5 and Estimating & Pricing processes and proposal development.
- Strong interpersonal and communication skills, detail oriented, and able to follow instructions from leadership and peers with a flexible ability to work in office, lab, or field setting.
- Demonstrated experience magnifying and supporting multi-disciplined, cross-functional, matrixed team including members from Engineering, Operations, Supply Chain, Contracts, Finance, and Mission Assurance.
- Be a solutions-oriented, motivated professional who is comfortable managing ambiguity and working across boundaries - often partnering with functional to dig deep to find solutions in areas that may fall outside the logistics realm.
- Ability to establish and sustain effective business relationships, respond to customer needs in a timely manner, address complex technical requirements, and lead cross-functional team to achieve business goals.
- Knowledge of Planning and using PRISM software.

The salary range for this role is 82,000 USD - 164,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
